About Kibby Park Animal Hospital
Kibby Park Animal Hospital has cared for dogs, cats, reptiles, and pocket pets in Jackson, MI, for nearly two decades. Serving our community since 2007, we pair experienced medical care with a staff that truly enjoys this work.
Our Story
Dr. Owings grew up in the Jackson area and worked at Kibby Park Animal Hospital as a college student. Two veterinarians here, Dr. Greene and Dr. Kirt, encouraged her toward the profession. Pattie Swartout, LVT, taught her what excellent nursing care means for a patient, a lesson that still shapes how we practice.
In 2007, Dr. Owings purchased the hospital from Dr. Kirt. Since then, the practice has grown alongside the families it serves, and the mission has stayed the same: make this corner of the world a happier place for dogs, cats, snakes, guinea pigs, and every other animal that comes through our door.
Meet the People Behind the Practice
Something unusual happens at this hospital: People arrive as clients, volunteers, or interns, and then they stay for years.
Dr. Halsey’s family brought their pets here when she was a child. She worked as a kennel assistant during college, observed here during veterinary school, and came back as a doctor. Dr. Eluise Smith grew up in Jackson and completed an externship here before joining as an associate veterinarian. Liz, one of our licensed veterinary technicians, has worked alongside Dr. Owings since 2000. Ali’s family had been clients for years before she asked about a job and cross-trained into three roles.
Our Commitment to the Jackson Community
Our work does not stop at the clinic door. Dr. Owings serves as President of the Barkley and LuLu Foundation, a nonprofit that funds medical and surgical care for local pets and runs The Jackson Cat Project, a community cat sterilization effort.
She also sits on the Legislative Advisory Committee for the Michigan Veterinary Medical Association and participates in the MHS Opioid Stewardship Collaborative. Over the years, she has served on several boards and committees across Jackson and the state of Michigan.

Our veterinarians and technicians complete many hours of continuing education each year, and they like talking through what they learn with clients. Our receptionists pursue certifications too, which is why the person answering your call can often help right away.
